Fallback Behaviour
Identify requests default to Basic (CPU, always on). Users can opt-in to High-Performance from the header — if the GPU is stopped, switching prompts to start it, then requests begin routing to the GPU once RUNNING. If both machines are unreachable, the edge function falls back to Emergency mode (Qwen-VL only, no segmentation).
